Message	off. In seeing the person who did this didn't prep at all, I wanted to see if I could get the spraypaint off and preserve the clear. So far, so good, but holy f*ck it's stubborn. As I'm not too pressed for new tires right now, I can take my time. That said, if I really get sick of it, I can go with the aircraft stripper and just hit it with some clear afterwards.
